You were right the second time. Dr. Occult has a magical bond with his childhood friend Rose, where they “share” the same body, meet each other in their dreams, and something something magic.
I’ve only seen her in the Books of Magic mini-series from Vertigo, otherwise she doesn’t show up much (mostly because Dr. Occult doesn’t show up much).
